Down Payment Assistance (DPA) Program

Thinking about buying your first home? The DPA program provides a $10,000 gift to qualified Tulalip Tribal members for the purchase of a modular or stick-built home.

Quick Requirements:

  • Tribal Status: Applicant must be a Tulalip Tribal member, age 18 or older, and in good financial standing with the Tribes.
  • First-Time Buyer: You must not have utilized the DPA program previously.
  • Mutual Acceptance: A signed purchase and sale agreement is required before applying.
  • Education: Completion of the Tulalip Home Buying Course (or an approved equivalent).
  • Location: The home must be located within designated Northwest GMUs (maps available upon request).

Our crew is available 24/7 to address urgent issues, including plumbing problems, malfunctioning appliances, and pest infestations. We also conduct routine preventive maintenance checks to fix potential problems before they escalate.

Our department oversees residential land leases and title assignments for properties on the Reservation.

Important Forms & Requests:

  • Lease Assignments: Processing for sales, transfers, or assignments due to death.
  • Subleasing: Information and requirements for requesting a sublease.
  • Administrative: Credit applications, leasing change requests, and release of information.

Common Questions (FAQ)

  • Lease Payments: Due on the first of each month.
  • Streetlight Fees: Due annually on January 1. Payments received after January 6 will incur a late fee.
  • Fire District Dues: These are due annually and are separate from lease payments. Important: Checks or money orders must be made out separately to Fire District #15.
  • How to Pay: Online Bill Pay is available 24/7. To pay by phone, call 360-716-4353.

  • Timeline: The length of an Assignment of Lease varies based on when all required documents are submitted to the Leasing Department for Board of Directors approval.
  • Fees: All assignments are subject to a processing fee and a transfer fee.
  • Taxes: Sales are subject to the Tulalip Real Estate Excise Tax (REET). For forms and exemptions, visit our Real Estate Page.
  • Land Occupation Use Tax (LOUT): This property tax replaces previous state law taxes on Indian trust lands. It is not an additional tax, but a replacement.
